This building is considered to be the first in Turkey to be built in the modern style of International architecture. It consists of three symmetrical blocks of three storeys plus a basement. A monumental entrance with steps and pillars leads to the entrance hall behind which is the central part with a lobby containing a flight of stairs. This central section projects outwards in front of the two side wings

The entrance area in the centre again is placed in a forward position. The pillars of the upper storeys continue vertically up the facade broken by moulded corniches. The windows of this part and on both sides of the entrance are narrow and vertical. In contrast to this, the windows along the sides are wide with low corniches, thus giving a balance between the vertical and horizontal lines of the building. The walls are plain and plastered in gray apart from the facade where the entrance and basement level are faced with Ankara stone.

The interior has corridors running the length of the building with offices on each side. Light comes from windows opened at each end.
